This month, the PaYS Program is highlighting a few of our partners and stakeholders in honor of Women's History Month and Vietnam Veteran's Day. You all have been influential to our success, and we have created 1,161 partners because of your interest in hiring Army Veterans! Thank you for your sustained support.

Women's History Month

The actual celebration of Women's History Month grew out of a weeklong celebration of women's contributions to culture, history and society organized by the school district of Sonoma, California, in 1978. Presentations were given at dozens of schools, hundreds of students participated in a "Real Woman" essay contest and a parade was held in downtown Santa Rosa. A few years later, the idea caught on within communities, school districts and organizations across the country. In 1980, President Jimmy Carter issued the first presidential proclamation declaring the week of March 8 as National Women's History Week. The U.S. Congress followed suit the next year, passing a resolution establishing a national celebration. Six years later, the National Women's History Project successfully petitioned Congress to expand the event to the entire month of March.

Vietnam Veteran's Day  graphic

Vietnam Veteran's Day

Vietnam Veterans Day commemorates the sacrifices of Vietnam Veterans and their Families. It is part of a national effort to recognize the men and women who were denied a proper welcome upon returning home more than 40 years ago. The Vietnam War Veterans Recognition Act, signed into law in 2017, designates March 29th of each year as National Vietnam War Veterans Day. Most states celebrate "Welcome Home Vietnam Veterans Day" on March 29 or 30 of each year. Though there is some debate, March 29 is generally viewed as a more appropriate date. On that day in 1973, the last combat troops were withdrawn from Vietnam and the last prisoners of war held in North Vietnam arrived on American soil. It is also the date President Nixon chose for the first Vietnam Veterans Day in 1974.

Marketing Trips

The month was very exciting with marketing trips discussing the opportunities that PaYS provides Soldiers transitioning from the Army to interviewing with up to five of our exceptional PaYS Partners.


Mr. Carter briefed Cadre from the University of Wyoming Army ROTC on the benefits of the PaYS Program.

Cheyenne, Wyoming

PaYS Marketing Analyst Travis Carter conducted a marketing trip to Cheyenne, WY visiting the Wyoming Army National Guard (WYARNG) Recruiting and Retention Battalion (RRB) to discuss the PaYS Program. MSG Colin Cyr from Soldier for Life also accompanied Mr. Carter on the trip to establish a foothold for the Soldier for Life Program in the State of Wyoming.

During the visit, Mr. Carter was given the opportunity to speak to cadre members at the University of Wyoming Army ROTC about the PaYS Program. Mr. Carter explained the benefits of the program and showed them how to register using the Cadet Portal on the PaYS website. They were very excited and intend to encourage Cadets to utilize the program and assist along the way.

A meeting with the Assistant Adjutant General, BG Alkire and CSM Schmidt was facilitated with the WYARNG and RRB. Mr. Carter was afforded the opportunity to brief the leadership about PaYS. While visiting, Mr. Carter also met with the Battalion leadership, LTC Lara Taylor, MAJ Jason Ruff, and CSM Edmundo Herrera, to update them on the status of the PaYS Program, and how to engage current and potential partners in Wyoming.

Finalizing the trip, Mr. Carter conducted a PaYS Overview to WYARNG Soldiers and first responder organizations at a symposium organized by MAJ Ruff. MAJ Ruff had this to say, "Integrating PaYS into the first responder symposium is a great opportunity for these agencies to access talented personnel serving in the Wyoming Army National Guardsmen."

Phoenix, Arizona

PaYS Marketing Analysts Travis Carter and Louis Gill conducted a marketing trip to Phoenix, AZ visiting the Phoenix Recruiting Battalion, MEPS, CASA Mario Diaz Arizona (North), and current partners to discuss PaYS. MSG Melody Pavur, Western Regional Deputy Director, Soldier for Life, accompanied Mr. Carter and Mr. Gill on the trip to support community outreach.


Mr. Gill met with SFC Llewellyn Clark at the Phoenix MEPS to discuss PaYS utilization among newly enlisted Soldiers. SFC Clark provided feedback on best practices from previous assignments for PaYS that were successful.

Mr. Gill briefed Phoenix Recruiting Battalion Commander LTC Bogard and A&PA Specialist Mr. Scheck on PaYS.

Mr. Gill and Mr. Carter also went to the Phoenix Recruiting Battalion. While there, Mr. Gill presented PaYS to the Battalion Commander, LTC Tammy Bogart, and A&PA Specialist Michael Scheck. They discussed ways to ensure the program is successful and how the battalion can create new partnerships.

Mr. Carter and Mr. Gill met with CASA Diaz at a local restaurant in Scottsdale. They asked CASA Diaz about his thoughts on the program, and he said "As the CASA for Arizona (North), I can attest to the incredible value that our Nation's U. S. Army Soldiers can benefit from the PaYS Program. Having the Army support a Soldier for Life after service in terms of employment opportunities is an invaluable benefit."

Finally, Mr. Carter and Mr. Gill visited a local partner, IES Communications. They met with the company's leadership and HR team to discuss the PaYS Partnership. IES President, Tom Emma is excited to be a PaYS Partner and wants to hire Veterans.

PaYS Marketing Analysts Crancena Ross and Matthew Green conducted a marketing trip to Los Angeles and Riverside, CA, visiting Los Angeles Recruiting Battalion, Southern California Recruiting Battalion, Corona Chamber of Commerce, Chino Valley Chamber of Commerce, MEPS and current partners to discuss the Army PaYS Program.

During the visit, Ms. Ross and Mr. Green were given the opportunity to visit with LTC Johann W. Hindert, Commander, Los Angeles Recruiting Battalion and Fernando Sanjurjo, Advertising and Public Affairs (A&PA) Specialist, to discuss the Army PaYS Program. The topic of discussion was centered around current Army PaYS Partners and engaging with potential partners within the greater Los Angeles area.


Ms. Ross and Mr. Green had the distinct pleasure of meeting members from the Chino Valley Chamber of Commerce, Chino Hills Army Recruiting Center, and Southern California Recruiting Battalion A&PA to discuss how the Army PaYS Program can have a potential impact on businesses in the area. Ms. Ross and Mr. Green also explained how the Army PaYS Program can be utilized to strengthen the relationships between the United States Army and the local community. At the Chino Valley Chamber of Commerce, we are happy to connect our businesses with this program to help employ more veterans in the businesses that make up Chino and Chino Hills."

Prior to joining the Army PaYS Team, LaQuyin served in the U. S. Army for 25 + years as a Senior Logistician; where she excelled in various leadership and operational roles, to include culminating her career as a Battalion Command Sergeant Major.

LaQuyin's hobbies include traveling, reading, community work and spending time with her Family. LaQuyin is very enthusiastic about the opportunity working with the PaYS Program which allows her to continue to help Soldiers.

Signing Ceremonies

The PaYS Signing Ceremony solidifies the formal partnership and allows new partners to begin granting guaranteed interviews for transitioning Active Duty, National Guard and Reserve Soldiers. This month, we welcome the Atlanta Police Department, Cobb County Police Department, Aspen Contracting, Inc. and Buncombe County Sheriff's Office.

Atlanta Police Department is the largest law enforcement agency in the State of Georgia. The department has adopted a community-oriented philosophy and relies heavily upon community input and collaborative problem-solving strategies. Through heightened community involvement and public safety matters, the Atlanta Police Department most effectively addresses its many priorities. Atlanta Police Department announced their partnership with the U.S. Army and PaYS during a signing ceremony that was conducted at the Atlanta Public Safety Headquarters, Atlanta, GA. During the ceremony, BG Gentry stated, "Partnering with Atlanta Police Department through the PaYS Program is a win-win opportunity. I believe in the Georgia Army National Guard and in the Atlanta PD, so let's make this official and begin recruiting the next Officers for the Atlanta Police Department."

Chief Schierbaum added, "I think the reason why we're here today is because the same qualities you look for in a Soldier to protect this country are the same qualities, we look for in an officer to protect Atlanta, GA."

Cobb County Police Department is known throughout the Southeast for its commitment to professionalism, public trust, and excellence in performance. Cobb County Police Department consists of five precincts which covers 345 square miles and a population of over 766,000.

Cobb County PD established their PaYS Partnership during a ceremony at the Cobb County Police Department Training Academy in Austell, GA. BG John Gentry, Assistant Adjutant General, GAARNG and Chief Stuart VanHoozer, Chief of Police, Cobb County Police Department, participated in the ceremonial signing for the partnership announcement.

BG Gentry stated, "The PaYS Program reassures our parents that the National Guard invests in their sons and daughters while preparing them for the future".


Chief VanHoozer said, "When I speak publicly, I often compare the Police Department to the Military, and I'll have to take my hat off to them...there is more to it than being dedicated to a cause greater than yourself".

Aspen Contracting Inc. conducted a signing ceremony at Aspen's Headquarters in Lees Summit, MO. The event formalized the partnership between the U. S. Army and Aspen Contracting, Inc. The ceremony was hosted by CPT Yadira Chicas, Commander, Greater Kansas City Recruiting Company.

During the ceremony, Mr. Pat Nussbeck said, "As the President of Aspen, I'm very excited to be holding our signing ceremony with the Army for our relationship with their PaYS Program. The Partnership for Your Success stood out to us as a perfect fit. We have a great regard for the Army and their core values of loyalty, respect, honor, personal courage, duty, selfless service and integrity that nearly directly aligns with Aspen's core values of Honest, Motivated, Professional and Strong." He continued, "Our company motto is "Doing the Right thing, Through higher standards and integrity". Aspen may not yet hold the historical value that the Army has of making an impact and leading our country, but we do hope to follow in those steps in our own industry."

Mr. Nussbeck and CPT Chicas cut the cake at the reception following the signing ceremony. After Mr. Nussbeck and CPT Chicas signed the ceremonial agreement, a cake cutting and reception was held where CPT Chicas said, "As a member of the United States Army Reserve, I can attest to the great results that our Citizen-Soldiers have in our community and in our country. We work diligently to train Soldiers who bring a plethora of knowledge and leadership skills to the civilian work force."

The Buncombe County Sheriff's Office announced their partnership with the U.S. Army and PaYS during a ceremony held in Ashville, NC. LTC Brian Meister, Commander, Columbia Recruiting Battalion officiated the ceremony and signed the partnership agreement with Buncombe County Sheriff, Quentin Miller.

After the ceremony a Buncombe County Sheriff's Office Recruiter, Curtis Philon had this to say regarding the PaYS Program, "I really wanted to make sure that we are a part of this because a lot of different skill sets, the abilities that the Military brings can also flow over into what the sheriff's office and law enforcement in general does."

Army Program Spotlight: Transition Assistance Program

Our spotlight program this month is Transition Assistance Program (TAP). TAP provides information and training to ensure transitioning Soldiers, Department of the Army (DA) Civilians, Retirees, Soldiers' Family members and Caregivers are prepared for their next step in life - whether pursuing additional education, finding a job in the public or private sector, or starting their own business.

We had the opportunity to speak with Stacie Provine, Strategic Communications (STRATCOM) Specialist for the Transition Assistance Program, about how the program started and how Soldiers can get involved.

How did TAP start?

Ms. Provine stated "More than 30 years have passed since the Army initiated the first ever program solely focused on transitioning Army Soldiers into Civilian life. In 1991, just as the Berlin Wall hit the ground and as the first Gulf War ushered our Army into the modern era, the Transition Assistance Program "TAP" was created."

She continued, "TAP celebrated its 30th anniversary by taking it back to basics with several strategic initiatives, including a new name and an updated brand identity. The Army G-1 approved the name change of the Army's Transition Assistance Program from SFL-TAP to TAP on 26 October 2020." Ms. Provine mentioned, "The strategic objectives of the name change included raising awareness of TAP's successes; increasing support for and participation in the program; reinspiring leaders, clients, and team members through education; and repositioning TAP to differentiate itself from other programs."

Where can Soldiers find out more information?

For a Soldier to get involved, they would contact their local Transition Assistance Program Office. Ms. Provine says, "The Army Transition Assistance Program is the only service to have a 24/7 Virtual Center, staffed with Transition Counselors and Certified Financial Planners, which Soldiers can access through the telephone or on a computer. Anyone who is eligible for TAP can utilize this service. These services are especially beneficial for Soldiers who are not located near a brick-and-mortar center. All transition requirements can be completed through the Virtual Center, and Soldiers can have one-on-one counseling sessions with no appointment needed. TAP allows Soldiers to have the necessary knowledge, skills, and self-confidence to be globally successful in civilian life." For more information about the program: TAP Online (army.mil)

What is a key takeaway?

Ms. Provine concluded with, "With more than 30 years of experience, TAP has a high level of credibility with transitioning Soldiers. TAP is, and will continue to be, a Commander's Program. Commanders benefit from these changes due to the customized methods, which better prepare Soldiers for transition and allow less time away from mission requirements. She continued, "Additionally, the early start mandate helps to spread out Soldiers' requirements, thus reducing the impact of their absences. The newly rebranded TAP has been developed on a foundation that places the well-being and transition of Soldiers above all else."

CIAA Tournament

The Central Intercollegiate Athletic Association (CIAA) Conference Basketball Tournament was originally formed in 1912 to link and regulate sports competitions between Historically Black Colleges and Universities (HBCUs). CIAA 2023 consisting of 12 HBCUs, was held February 21-25 at the CFG Bank Arena in Baltimore, MD.

Army PaYS Marketing Analysts Crancena Ross and Samuel Armstrong attended the CIAA Conference to visit current and potential partners. They attended the Career Expo and Fanfest to create PaYS awareness and provided information to students about internships, entry-level jobs, and increased visibility of organizations. CIAA Fanfest features interactive sponsors activations, concerts, and family friendly entertainment.

Ms. Ross and Mr. Armstrong met with PaYS Partners Maryland State Highway Patrol, Amtrak, Baltimore Police Department, Charlotte Mecklenburg Police Department and Cisco Systems. They also met with other organizations who were interested in partnering with the Army and wanted to get more information about PaYS.
