PaYS Unveils New Brand Identity Reflecting the Program's Transformation and Focus on Soldiers in Transition

Since moving to TRADOC in late 2019, the U.S. Army Partnership for Youth Success (PaYS) Program has experienced a myriad of changes. Some of those changes include business processes, personnel realignment and new management. Like most organizations that undergo such a robust transformation, a rebranding of PaYS was inevitable.

On June 13, 2022, PaYS announced its rebrand while participating as an exhibitor at the Society for Human Resources Management (SHRM) Conference and Expo in New Orleans, LA. Over 20,000 HR Professionals in attendance got a first look at the partnership program's new identity which included the following:

New Name - Partnership for Youth Success is now Partnership for Your Success. Regarding the name change, PaYS Program Manager, Antonio Johnson explained, "The program has been a part of the Army for over 22 years, and everyone uses the term "PaYS". Changing "Youth" to "Your" represents the expansion of the program as mid-term Soldiers and retirees will soon be able to take advantage of the incentive while keeping the same acronym."



New Logo - The new logo is an evolution of past logos and incorporates the elements of partnership and transition. The Army Star logos have been added so that the PaYS logo can now stand alone. The new logo also includes the program's tagline, "Connecting America with Its Army".





New Ceremonial Product - The antiquated, wooden PaYS plaque and paper certificate have been upgraded to a more modern product. The new 12"x17" acrylic plaque incorporates the PaYS Certificate of Participation and includes the new name, Army Star logo and new PaYS logo in color, on a black background. "We wanted the new ceremonial product to be modern and something that our partners proudly display in their organizations." explained Antonio Johnson, PaYS Program Manager. The new product will be sent to partners along with an executive Army pen to sign the PaYS agreement at their ceremony.

More to Come -
This announcement will be the first in a series surrounding the new identity of PaYS. A new app is in development that will allow ALL Army Soldiers and Veterans to create an account and apply for vacancies offered by PaYS Partners in real time. Additionally, the PaYS database is being redesigned so that Soldiers can select their partners at the end of their enlistment obligation instead of at the beginning, allowing more certainty for Soldiers and a faster return on investment for partners.

Caribbean-American Heritage Month

In honor of Caribbean-American Heritage Month, the PaYS team would like to highlight three Army leaders with Caribbean-American Heritage that inspire and motivate all: MG Kodjo Knox-Limbacker, LTC Arthur S. Hector Sr. and LTC Shane Doolan.

MG Kodjo Knox-Limbacker

MG Knox-Limbacker currently serves as the 15th Adjutant General of the U.S. Virgin Islands National Guard. A native of St. Croix, MG Knox-Limbacker is dual-branched officer qualified in Military Intelligence and Aviation.

PaYS Marketer, Samuel Armstrong spoke to MG Knox-Limbacker about his thoughts on Caribbean-Heritage Month. MG Knox-Limbacker said, "It enables us to honor and be proud of our diverse and highly resilient heritage. The ability to exceed the standard in every endeavor globally in spite of the small size of our islands' territories and unique challenges speaks volumes."

LTC Arthur S. Hector Sr.

LTC Arthur S. Hector Sr. was born on the island of St. Croix, U.S. Virgin Islands and currently serves as the Virgin Islands Army National Guard (VIARNG) Recruiting and Retention Battalion Commander. LTC Hector is responsible for a team of recruiters and retention specialists charged with keeping the VIARNG at full strength for the force to be able to respond to local and national emergencies at any given time.

PaYS Marketer, Davin Bentley reached out to LTC Hector and asked, "What does your heritage mean to you and how will you reflect on Caribbean-American Heritage Month?" LTC Hector replied, "As someone enriched with Caribbean descendants, I grew up in a household with very strict parents and took family values very seriously. My parents instilled in me the values that would successfully take me through life, such as being honest, respecting everyone, being satisfied with what I was given, being a team player, and doing the right things whether someone was watching. As I got older and became an adult, these values transcended into other values as I joined the Army. The Army Values of Loyalty, Duty, Respect, Selfless Service, Honor, Integrity and Personal Courage are now the additional values that I live by on a daily basis. As the Commander of the Recruiting and Retention Battalion, Virgin Islands Army National Guard, these values are now the pillars and cornerstones of my success in the Army. As I reflect on Caribbean Heritage month, I think of the many sacrifices that people of Caribbean descent have made over the years in their quest to achieve greatness."

LTC Shane Doolan


LTC Shane Doolan was born in Jamaica and currently serves as the Chicago Army Recruiting Battalion Commander. Determined and persistent to make a new way of life his dream came true in 1992 of living in the United States. Seven years later, he become a U.S. Citizen and joined the U.S. Army as part of the Officer Corps.

In a conversation with LTC Doolan, PaYS Marketing Analyst Davin Bentley asked him what does your heritage mean to you and how will you reflect on Caribbean-American Heritage Month? LTC Doolan answered, "I am half Afro-Caribbean and half East Indian, but 100%, all Caribbean and as I reflect on Caribbean-American Heritage Month, I look at how extremely diverse we are. Our diversity is from across the Taino people to the Spaniards, Africans, Chinese, Indian, Irish, and Scottish who filled the labor gap on banana plantations after slavery with many Jamaicans now having Irish or Scottish last names. As I reflect on the past contributions that Jamaicans provided to America; I look at Harry Bellefonte whose album "Calypso" was the first album to sell over 1 million albums within a single year and was the first Afro-America to win an Emmy as well as Marine Corps GEN Townsend who graduated from the same high school that I did. I also look at the current Soldiers and myself who are of Caribbean American descent and ask, are we living up to our heritage and how are we contributing to make America better not only today but in the future as well."

This is the time when we honor the generations of Caribbean Americans who have helped build our Nation, shape our progress and strengthen our national character. National Caribbean-American Heritage Month was first officially observed in 2006, after being unanimously adopted by the House of Representatives on June 27, 2005. Please join the PaYS Team as we celebrate the 15 countries of the Caribbean and their heritage - Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago.

On June 14th, 2022, the U.S. Army will celebrate its 247th birthday! The Army was established on June 14th, 1775, as the Continental Army that could represent all 13 colonies. It was considered America's first National institution. Since its official establishment, more than a year before the Declaration of Independence, the U.S. Army has played a vital role in the growth and development of the American Nation; drawing on both long-standing militia traditions and recently introduced professional standards. It's a celebration that's been observed since the 1970s to acknowledge the vital contributions of its members and to enhance esprit de corps.

U.S. Army Welcomes Newest Officers From Hampton University

Funk, II, U.S. Army Training and Doctrine Command, commanding general, was more than just the first in-person commissioning for the Pirate Battalion since 2019; it was historic.

Held at Jacobs Theatre on Fort Eustis, the battalion celebrated 15 cadets during the event, including the program's first two female armor officers; 2nd Lts. Maricha Hester and Alexis Ibarra-Bautista.

Funk, who also commissioned as an armor officer through the Montana State University Army ROTC program, explained the newly commissioned officers will, "lead the best tank force in the history of the world."

Before the cadets were pinned, Funk spoke on the importance of diversity in the Army.

"Our Army's true strength lies in our diversity; diversity of culture, diversity of experience, and as demonstrated by the variety of branches represented here today, diversity of opportunities," Funk said.

The other branches represented by the cadets included signal corps, transportation corps, infantry, quartermaster corps, Army nurse corps, ordnance corps, adjutant general corps.

"These 15 cadets have demonstrated that they have what it takes to become commissioned officers in the United States Army, and to earn our trust to lead the sons and daughters of our great nation," said Lt. Hampton University Pirate Battalion 2022 Commissioning Ceremony

HU's ROTC program, founded in 1916, has worked to develop students academically, mentally, and physically to become the future leaders.

One of those leaders is retired Lt. Gen. Darrell K. Williams, a distinguished military graduate of the Hampton Institute ROTC Program in 1983.

Williams attended the ceremony in his newest capacity as the 2022 president-elect, succeeding longtime President William R. Harvey.

During his opening comments, Funk told a story from the beginning of his career as a Soldier, which connected him and the university's soon-to-be president first as friends and then as Army leaders.

"In 1985 when I was at Fort Knox, Ky., myself and another officer met in our Junior Officer Maintenance Course where we did a brake job on my dad's van as our project for the course. That officer and I became lifelong friends. That officer is Darrell Williams," Funk said.

Events such as this commissioning ceremony are instrumental in building on the solid foundation that exists between the Army, universities, and communities.

PaYS Marketing Trips

Jonathan Nichols, Sr., HR Representative, General Dynamics Land Systems and PaYS Marketer Davin Bentley. PaYS Midwest Marketer Davin Bentley recently visited the Columbus Army Recruiting Battalion's footprint in Columbus and Cincinnati, Ohio to promote the PaYS program and strengthen relationships with our many partners in the area.

Davin provided an overview of PaYS to several employers at the 2022 Cincinnati RecruitMilitary Job Fair, held at the Great American Ballpark in Cincinnati. Many current PaYS Partners were in attendance as well as potential partners that expressed interest in joining the partnership.

Additionally, Davin had the opportunity to meet with Terence Harrison, Veterans Services Program manager for the University of Cincinnati. The University has expressed interest in partnering with PaYS and we already enjoy a strong relationship with the University of Cincinnati Army ROTC Program. We look forward to connecting our Soldiers with the University and our partners within the Cincinnati metro area

PaYS Marketing Analyst Samuel Armstrong traveled to Jackson, MS to meet with the Mississippi Army National Guard (MSARNG) Recruiting and Retention Battalion (RRB).

While there, Samuel briefed the MSARNG RRB leadership and Recruit Sustainment Program (RSP). He provided an overview of the PaYS Program to the leaders. They discussed current partnerships in Mississippi and brainstormed about increasing the number of partners in the state. Another main topic of conversation discussed was connecting Soldiers with PaYS Partner contacts while at the RSPs.

CW3 Daniel Haggerty, Program Director, Work for Warrior Mississippi, spoke about what they are doing for MSARNG. CW3 Haggerty and Samuel Armstrong discussed how PaYS could help Work for Warrior Mississippi when trying to connect Soldiers with employers. Mr. Armstrong met with several potential new partners in Jackson, MS who are excited about the potential partnership.

City of Edinburg logo The City of Edinburg, TX conducted a PaYS Signing Ceremony at Edinburg City Hall. The ceremony was hosted by LTC Adriana Ramirez-Scott, Commander, San Antonio Army Recruiting Battalion and Mayor Ramiro Garza Jr., City of Edinburg.

The City of Edinburg is located in southern Texas in the Rio Grande Valley. It was founded on 10 October 1908 and currently has a population of more than 85,000. The City of Edinburg is the second largest city in Hidalgo County and the third largest city in Rio Grande Valley.

After opening remarks by LTC Ramirez-Scott, Mayor Garza stated, "It's an opportunity to partner with the U.S. Army in a program that I think, is very near and dear to a lot of us here, working with Veterans that have served our country and provide them the opportunity to be employed in our City of Edinburg."

Alexandria Sheriff's Office held their PaYS Signing Ceremony at the National Museum of United States Army in Alexandria, VA. The ceremony was officiated by GEN Paul E. Funk II, Commanding General, U.S. Army Training and Doctrine Command (TRADOC) and Rawle Kelly, Chief Deputy, Alexandria, VA Sheriff's Office.

During the ceremony, GEN Funk stated, "Being part of the Army PaYS Program is a win-win for all involved and is an opportunity that all companies and government agencies should look at being involved in."

Following Gen Funk's comments, Chief Deputy Kelly gave his remarks, "This is a program we must support to take care of our Veterans."





Dead River Company logo Mr. Guy Langevin, EVP / Chief Administrative Officer, Dead River Company and LTC Natasha Clarke, Commander, New England Army Recruiting Battalion make the partnership official.

The New England Army Recruiting Battalion and Dead River Company announced their PaYS partnership at the Portland Sea Dogs Hadlock Baseball Field in Portland, ME. The ceremony was conducted at the end of a baseball game between the Portland Seadogs and the Harrisburg Senators.

LTC Natasha Clarke, Commander, New England Army Recruiting Battalion and Mr. Guy Langevin, EVP / Chief Administrative Officer, Dead River Company signed the Partnership Agreement.

Dead River Company specializes in the retail and wholesale of propane gas, heating oil, kerosene and gasoline. With more than 50 locations throughout the New England area, they offer numerous opportunities for our Soldiers.

LTC Clarke said, "The PaYS Program benefits Soldiers and companies that participate in the program." Following LTC Clarkes' remarks, Mr. Langevin, who was is an Army Veteran, stated, "We are looking forward to conducting Veteran interviews and hiring Veterans to work for Dead River Company. The leadership that our Veterans have is what makes an organization build an empire."

Chenega Corporation recently had their Army PaYS Signing Ceremony in Lorton, VA. The Ceremony was hosted by LTC Felichia Brooks, Commander, Baltimore Recruiting Battalion and Mr. John Campagna, President, Chenega Military Intelligence and Support Operations.

Chenega Corporation supports Military, federal, and commercial entities at home and abroad to help diversify their portfolios. Today they rank among the top five most successful Alaskan-owned businesses.

During the ceremony, LTC Brooks stated, "One of the best partnership the Army can have with civilian organization is the Army PaYS Partnership". Mr. Campagna followed by saying, "The Army PaYS Partnership provides a path and soft landing to our heroes."





South Burlington Vermont Police logo Jesse Baker, City Manager, South Burlington, Shawn Burke, Chief of Police, South Burlington Vermont Police, and BG Gregory Knight, Adjutant General, VTARNG.

South Burlington Vermont Police announced their partnership with the U.S. Army by hosting a PaYS Signing Ceremony with the Vermont Army National Guard at South Burlington's City Hall. The ceremony was hosted by BG Gregory Knight, Adjutant General, Vermont Army National Guard (VTARNG) and Shawn Burke, Chief of Police, South Burlington Vermont Police.

South Burlington Vermont Police is a nationally accredited, full-service law enforcement agency servicing a population of over 20,000 within the city of Burlington, Vermont. They will offer our transitioning Soldiers career opportunities in law enforcement and will provide all necessary training.

BG Knight said in his remarks, "We already have Soldiers serving in the South Burlington Vermont Police. This partnership formalizes the relationship and hopefully continues to build the bond between the organizations."

Chief Burke stated, "We understand the value of applicants with this background. South Burlington Vermont Police is always willing to work with Soldiers because they bring value to our organization."

The PaYS Team Welcomes Travis Carter

Please join us in welcoming our newest team member, Travis Carter.

Prior to joining the PaYS Team, Travis served in the U.S. Army for almost ten years as an Airborne Infantryman before being assigned as a recruiter in the U.S. Army Recruiting Command.

Travis' hobbies include skydiving, fishing of any kind, watching college football, especially his LSU Tigers and coaching baseball when the time permits. Travis stated, "I am excited and honored to be a part of the team, and to be doing something that matters. Helping change Soldiers lives for the better is why I got involved and I can't wait to get out there and do my part."

Travis will support the Army National Guard in the midwest and western regions as a PaYS Marketing Analyst.
